Position Summary 

The Finance and Administration Officer (F+AO) is responsible for administrating and managing the financial transactions of assigned projects, ensuring compliance with Compassionate Carbon’s finance standards and procedures, regulations, and accounting best practices. The F+AO facilitates tracking expenditures, preparing timely financial reports, maintaining accurate financial records, and supporting the overall financial health and integrity of CC’s operations. Additionally, the F+AO supports day-to-day administration needs within the office, ensuring support to operational functions. 

Essential Responsibilities 

• Oversee field accounts payable and general ledger entries, ensuring accurate bookkeeping with supporting documentation. 
• Ensure expenditures align with approved budgets and donor requirements. 
• Prepare accurate and timely financial reports, including expense reports, financial statements, and donor reports; maintain organized financial records, including invoices, receipts, and supporting documents.
• Ensure transactions and recordkeeping maintains compliance with regulations, donor requirements, organizational policies, and international accounting standards.  
• Perform regular cash and bank reconciliations, review backup documentation for compliance, and monitor outstanding advances; identify risks associated with the project and together with the International Finance Resources Manager, develop and implement mitigation strategies. 
• Maintain communication with stakeholders like banks and suppliers. 
• Manage petty cash and other project-related cash transactions; this includes ensuring staff cash advances are managed in line with Finance policy and there is timely availability of funds to cater for the office’s cash needs. 
• Assist with various administrative tasks. Act as a liaison between employees and management to provide information and address concerns regarding day-to-day activities.  
• Handle office administrative tasks, including organizing files, managing office supplies, and supporting daily operational needs to ensure an efficient work environment.  
• Track and manage project inventory, ensuring proper records are maintained. 
• Collaborate with team members, including program staff, to ensure smooth financial operations and project support.  
• Assist with internal and external audits by providing necessary documentation. 
• Communicate financial information clearly and effectively to relevant stakeholders.   
• Other duties as assigned. 

Education + Work Experience  

• Bachelor’s degree in Accounting, Finance, Business Administration, or related field.  
• 2-5 years of progressive professional accounting experience.  
• Experience in the nonprofit sector, particularly with grants and donor-funded projects, is highly desirable.   
• Familiarity with fund accounting.   
• Professional certification or related certificate studies (CPA part 2 (intermediate level) and above).

Work Conditions 

• Work Environment: Mainly office-based with moderate noise, occasional field visits, and frequent meetings (in-person and online) for teamwork and stakeholder engagement. Office includes standard amenities; field sites may have minimal facilities.
• Work schedule: occasional extended hours may be required during critical project periods (e.g. fiscal year end or major deadlines). The role calls for some flexibility during peak workloads, but such instances are infrequent and communicated in advance. 
• Physical Requirements: typical office mobility, including regular sitting, standing, walking, and occasional light activities like bending, reaching, or carrying small items. The Rubeho Mountains Carbon Project, a significant initiative in Tanzania, focuses on native forest restoration and community-based conservation efforts.

POSITION SUMMARY
The Conservation & Governance Manager leads community-centered forest conservation and governance activities for the Rubeho Carbon Project. This role provides technical support and coordination to ensure effective, community-led forest conservation across project villages and local forest reserves. Working closely with Village Land Authorities – including Village Councils, Village General Assemblies, and Village Natural Resource Committees (VNRCs) – as well as Tanzania Forest Services (TFS) and local government, the Manager strengthens the systems, skills, and structures required to protect village forest lands and adjoining government forest reserves.  

Through technical guidance, capacity building, and the coordination of systems (e.g. patrol planning, fire management, data collection), the Conservation & Governance Manager ensures that local conservation efforts align with national forestry frameworks and carbon project requirements. Acting as a vital bridge between community institutions, government stakeholders, and project technical teams, this role builds trust, cultivates strategic partnerships, and ensures that conservation activities are well-coordinated, compliant with project standards, and sustainable in the long term. 

ESSENTIAL RESPONSIBILITIES

• Technical support for Conservation Systems
  • Provide technical guidance on forest protection approaches, including patrol systems, fire prevention, and incident response.  
  • Support the strengthening of community-led patrol systems through improved planning approaches, coverage, and consistency.  
  • Advise on fire preparedness and response strategies, including practical approaches to managing fire incidents.  
  • Support identification and appropriate use of forest protection equipment. 
• Capacity Building + Training Coordination 
  • Collaboratively design Patrol trainings with VNRC and Training institutions. 
  • Coordinate and support delivery of training for VNRCs, patrol teams, and village institutions on: 
    • Forest monitoring and protection  
    • Fire prevention, preparedness, and response  
    • Safety procedures and reporting protocols  
  • Facilitate access to technical expertise and promote cross-village learning and knowledge exchange. 
• Data Systems + MRV Alignment 
  • Coordinating conservation data collection systems for patrols, fire incidents, and conservation activities.  
  • Ensure data generated at village and forest levels aligns with project Monitoring, Reporting, and Verification (MRV) requirements.  
  • Work closely with technical teams to translate field data into project insights and reporting outputs.. 
• Governance + Institutional Coordination 
  • Facilitate coordination between Village Land Authorities and TFS to support coherent conservation implementation across the landscape.  
  • Support alignment of conservation activities with Village Land Use Plans (VLUPs), forest management plans, and Joint Forest Management (JFM) frameworks.  
  • Provide technical input into participatory land use and forest management planning processes.
  • Strengthen communication and collaboration between community institutions and project stakeholders. 
• Planning + Project Integration 
  • Support development of annual conservation work plans and budgets with Village Land Authorities in relation to the Rubeho Carbon Project.  
  • Ensure alignment of local plans with project objectives, carbon standards, and national policies.  
  • Identify implementation gaps and provide practical, context-appropriate recommendations for improvement.
• Stakeholder Engagement + FPIC Support 
  • Maintain regular engagement with village leaders, VNRCs, and TFS on conservation-related matters.  
  • Provide technical input during community consultations, including Free, Prior and Informed Consent (FPIC) processes.
  • Support alignment between community agreements and conservation implementation. 
• Provide leadership, guidance, and support to team members, ensuring alignment with organizational goals and fostering a collaborative and productive work environment. This includes overseeing performance management, problem-solving, addressing challenges proactively, and promoting open communication within the team, and may include hiring and employment-related decision-making.

EDUCATION + WORK EXPERIENCE

• Bachelor’s degree (Master’s preferred) in Forestry, Natural Resource Management, Environmental Science, or a related field. 
• Minimum 5–7 years of experience in conservation or community-based forest management. 
• Demonstrated experience working with community governance structures and government institutions. 
• Familiarity with carbon projects and MRV systems is an advantage. 

SKILLS + ABILITIES

• Basic understanding of carbon projects or climate change mitigation an advantage. 
• Fluency in Kiswahili and English is required; knowledge of local languages spoken in the Kilosa/Mpwapwa Districts is an asset.  

WORK CONDITIONS 

• Work Environment: The role combines office and field tasks in rural villages and agricultural areas. Fieldwork involves exposure to varied weather conditions, interactions with local communities, and traversing uneven terrain for assessments. Office facilities include a desk, computer, and internet, while field amenities are basic.
• Work Schedule: The standard workweek is 40 hours, aligned with local office hours. Flexibility is necessary for community activities, which may include early mornings, evenings, or weekends. Schedules are adjusted as needed to meet project demands and agricultural cycles. 
• Physical Requirements: The role requires moderate fitness for frequent fieldwork, including walking long distances on rough terrain, standing for extended periods, demonstrating farming techniques, marking plots, and carrying equipment or materials weighing 10-20 kg. POSITION SUMMARY
The Project Manager leads the day-to-day planning, coordination, and delivery of the Olokeri Carbon Project that is under development in the Loita Hills. The role focuses on supporting project development and execution on the ground, working closely with community leaders, local partners, and technical specialists to design and establish a carbon-financed project that protects and restores forests while developing and strengthening sustainable livelihoods for communities that depend on the landscape for a living. 

ESSENTIAL RESPONSIBILITIES

• Project development + Delivery: Coordinate project design as well as the day-to-day implementation of activities across the project area. Develop and track work plans, timelines, and deliverables aligned with project goals. Identify and flag any risks delays, or challenges to senior leadership, enabling timely adjustments. Ensure all activities are carried out in ways that provide tangible benefits to local communities and the environment. 
• Community + Stakeholder Engagement: Support inclusive engagement with local communities, ensuring strong participation and respect for local decision-making processes. Coordinate Free, Prior, and Informed Consent (FPIC) processes with communities and other stakeholders. Build and maintain positive working relationships with community leaders, relevant government agencies, NGOs, and local partners to foster collaboration and support for the project. 
• Standards, Monitoring + Reporting: Act as the link between the field team and technical specialists (carbon, ecology, monitoring), coordinating logistics, field access, and community inputs for technical assessments and studies. Support compliance with applicable environmental and carbon standards by following established procedures and guidance. Coordinate baseline studies, ongoing monitoring activities, and data collection with technical support. Assist in preparing progress updates and reports for internal use and external partners. 
• Team Leadership + Operations: Provide day-to-day supervision and support to the local project team, fostering a collaborative, respectful, and problem-solving team culture. Support basic budget tracking and ensure the responsible use of project resources in line with guidance from senior management. Promote strong safeguarding, ethical, and safety practices among all team members and throughout all project activities.
• Risk Awareness: Identify potential environmental, social, or operational risks and promptly raise them to senior leadership. Support the implementation of mitigation actions and adjustments as needed to keep the project on track.

EDUCATION + WORK EXPERIENCE

• Bachelor's degree in environmental studies, natural resource management, community development, or related fields. 
• Minimum of 5 years of program or project coordination in conservation, climate, rural development, or NGO settings. 
• Practical experience working closely with rural communities and local stakeholders. 
• Exposure to forest conservation, landscape restoration, or climate-related projects, including involvement in monitoring, data collection, or reporting processes.
• Familiarity with carbon projects or climate finance initiatives (even at a supporting level); direct experience with carbon standards or carbon accounting is an advantage.

WORK CONDITIONS

• Work Environment: Combination of office and field environments. When in the office frequent computer use and teleconference collaboration is required for remote teams. Fieldwork involves regular visits to rural forest and landscape restoration sites, where exposure to outdoor weather conditions and rustic or challenging environments (heat, rain, uneven terrain, etc) may occur. 
• Work Schedule: The position typically requires 40 hours per week, but flexibility is needed for community meetings and fieldwork, which may include early mornings, evenings, or weekends. Adaptability to project needs and local agricultural cycles is essential.
• Physical Requirements: The position can be physically active when on-site, and involves periods of desk-based computer work. The ability to hike in remote areas, traverse uneven terrain, and remain physically active in outdoor conditions is required. 
• Travel: Frequent travel across the project site (including rural and remote areas) is required, potentially 50-70% of the time. Occasional regional or international travel for training or conferences may be needed.
